The Critical Role of Secure Information Boxes (SIBs) in High Rise Building Fire Safety: Ensuring Compliance and Protecting Lives

In the wake of the Grenfell Tower tragedy, fire safety standards across the UK have undergone significant reforms, with the role of Secure Information Boxes (SIBs) becoming more vital than ever. Currently, the installation of SIBs is legally mandated in England only, following stringent regulations aimed at improving emergency response protocols in high-risk buildings with building owners and managers being legally responsible for ensuring the SIB is installed correctly and compliant with the Code of Practice. As fire chiefs, fire authorities, industry officials, and individual fire stations across the country adapt to these evolving standards, it is clear that the rest of the UK can—and should—get ahead of the curve.

Bridging the Knowledge Gap: Why Fire Authorities and the Built Environment Must Embrace SIB’s Now

Although the installation of Secure Information Boxes (previously known as Premises Information Boxes) are already mandated by law in England, there remains a concerning gap in consistency and understanding among all stakeholders regarding their importance. Some fire authorities for example have yet to fully embrace the use of SIB’s and the importance of them holding the keys, either due to a lack of awareness about legislation, their potential benefits or the misconception that they add complexity to emergency response procedures. However, SIB’s are designed to do the opposite—by making the lives of firefighters easier by providing quick access to vital information that will ultimately saves lives.

Wales, Scotland, and Northern Ireland have yet to enforce similar mandates, but given the direction of fire safety reforms, it is only a matter of time before these regulations are rolled out across the entire UK. Proactively implementing SIB’s now allows fire services in these regions to be prepared for future compliance requirements, by adopting these measures ahead of time. Meaning that fire stations and industry leaders can streamline their emergency response capabilities and enhance the safety of building occupants before legislation makes it a necessity. We must also note that Appointed Persons (AP’s) on sites have a legal obligation to fit a SIB and provide its contents in line with the Fire Safety Act (England) 2022 and Building Regulations. Full details of which can be found in the Secure Information Box Code of Practice.

The key to making SIB’s effective lies in ensuring that fire stations hold the keys to these boxes. Another common misconception is that fire stations will need to hold multiple keys for various properties, but in reality, Secure Information Boxes are designed to operate with a closed high security master key system, exclusively supplied to fire services, ensuring streamlined access to all SIB’s across multiple buildings.

Without direct access to the information stored in SIB’s, firefighters risk losing precious time trying to obtain this data during an emergency. Delays in accessing building-specific information can lead to miscommunication, poor decision-making, and increased risks for both the public and fire personnel. Fire chiefs and stations must be reassured that holding the keys to SIB’s ensures a smoother, more efficient response, saving critical time when every second counts. By fully understanding and embracing the role of SIB’s, fire stations can significantly enhance their preparedness and effectiveness in crisis situations.

It is crucial to understand that a our SIB is a Secured by Design tested and certified compliant box, manufactured to the highest standards. It features a closed master key system with an audited distribution process. Simply installing any box and assuming fire stations will hold a key is entirely incorrect.

The Importance of SIB’s in Fire Safety

Secure Information Boxes serve as the first point of access to critical building information during an emergency. For fire services, having instant access to floor plans, water hydrant systems, evacuation routes and the location of vulnerable people can mean the difference between life and death. In emergencies, timely access to secure data helps fire chiefs and incident commanders make informed decisions, thus enhancing the efficiency of rescue operations.

As per the Building Regulations in England (Approved Document B: Fire Safety) and under The Fire Safety (England) Regulations 2022, which became law in January 2023, the installation of Secure Information Boxes (previously Premises Information Box) is now a legal requirement for specific high-risk buildings across England.

Specifically, this applies to any existing high-rise residential buildings that are over 18 meters in height or those that are more than 7 storeys, along with any new build properties over 11 meters or 3 storeys. These regulations target buildings where the potential for a rapid spread of fire, large occupant numbers, or difficulties in evacuation heighten the risk during an emergency.

This legislation also ensures that building owners and managers are responsible for installing SIB’s in their properties, in easily accessible locations (either external or in the internal entrance to the building) as part of their overall fire safety obligations. The property owner/manager or the responsible person are also responsible for keeping the required information up to date and must provide fire services with access to critical fire safety information, securely stored in the SIB.

In addition to high-rise residential buildings, SIB’s are strongly recommended for other high-risk buildings, including care homes, hospitals, sheltered housing, and educational institutions, where vulnerable individuals, such as the elderly, children, or those with limited mobility, reside or visit. Large commercial premises, office buildings with complex layouts, and buildings with unique fire hazards may also be encouraged to install SIB’s as part of enhanced fire safety protocols. Even though SIB’s may not yet be a legal requirement for all these settings, their proactive adoption can help ensure that emergency responders are fully equipped with the knowledge needed to safeguard lives, reduce risks, and protect the building’s occupants.

By providing fire services with instant access to tailored building information, SIB’s can significantly improve emergency response times and decision-making, ultimately enhancing overall fire safety protocols in these critical environments and ultimately save lives.

Insights from the Grenfell Tower Inquiry – Phase 2 (2024)

The Grenfell Tower Inquiry – Phase 2 report, published in September 2024, highlights the critical importance of Secure Information Boxes in ensuring the safety and efficiency of fire and rescue operations. One of the key findings from the report is that during the Grenfell Tower fire, the absence of accessible, accurate building information was a significant factor that contributed to the disorganisation and delays in emergency response efforts. Firefighters were operating in a high-rise building with outdated or missing information on evacuation routes, equipment locations, and the overall layout, leading to confusion and inefficiency.

The report states:

“Inaccuracies and omissions in available building information contributed to the disorganisation of emergency responses.”

Had an SIB (formally premises information box) been in place at Grenfell Tower, containing up-to-date, comprehensive information about the building’s structure, fire safety systems, and evacuation procedures, firefighters would have been equipped with the knowledge they needed to navigate the complex layout and make faster, more informed decisions. This lack of critical information not only delayed the rescue efforts but also put both firefighters and residents at greater risk.

For fire authorities, the lessons from Grenfell are clear: SIB’s must be regarded as an essential part of fire safety protocols. The inquiry stressed that ensuring firefighters have instant access to vital building information can save lives. It is equally important that fire stations hold the keys to these boxes so that they can quickly access the data stored within, without waiting for third parties or facing delays caused by unavailable personnel. By equipping firefighters with the keys to SIB’s, fire authorities can ensure they have immediate access to the building’s most crucial information, significantly reducing response times and preventing the chaos and confusion seen at Grenfell.

The report also highlights the need for building managers to keep the contents of the SIB regularly updated. Fire authorities must ensure that the importance of SIB’s is understood and embraced, and that local fire stations are in full possession of both the knowledge and the keys needed to access them in emergencies. This proactive approach to fire safety could make all the difference in preventing a tragedy like Grenfell from happening again.

Conclusion

In light of recent regulations and the findings of the Grenfell Tower Inquiry, the installation of Secure Information Boxes (previously referred to as premises information boxes) are not just a regulatory requirement—they are a critical tool in safeguarding lives and enhancing the efficiency of fire services during emergencies.

The lessons learned from the Grenfell Tower tragedy underscore the life-saving role that SIBs can play by providing firefighters with immediate access to accurate, up-to-date building information. While their installation is currently mandated in England for high-risk buildings, the rest of the UK has the opportunity to proactively adopt these systems before legislation is enforced nationwide.

By ensuring fire authorities have the keys to these boxes, fire services can operate more effectively, cutting down response times and improving decision-making during high-pressure situations. Building owners, managers, and fire authorities must work together to maintain these boxes, keeping the information accurate and easily accessible to first responders.

For fire services, building owners and managers outside England, this represents an opportunity to stay ahead of regulatory changes, demonstrating a commitment to fire safety and ensuring that, when the laws are eventually rolled out nationwide, they are already compliant. Embracing SIB’s now will not only help reduce the risks of delay during emergency responses but also position fire services and building owners as leaders in safety innovation and compliance.

In doing so, we can prevent future disasters, protect lives, and ensure that our fire safety systems are as robust and responsive as they need to be in a world where fire risks are ever-evolving. The need for SIB’s has never been clearer, and their widespread adoption is a crucial step forward in ensuring public safety.
